The works comprised:
- Replacement gas fired central heating system including boilers, radiators and distribution pipework throughout the building
- Construction of boiler room
- Full internal Redecoration
- New floor finishes
- Replacement suspended ceilings and LED lighting
- Asbestos removal
The Challenge
The project was particularly challenging in that all the works had to be undertaken in a fully occupied and operational Police station where free space was at a premium and there was a complete lack of decant space.
The Solution
- The target was zero hours lost Policing time as a result of the works being implemented. This was achieved by:
- Robust tender documents which accurately and clearly defined the challenges of the project and ensured the contractor made due allowance for the potential issues within his tender.
- A detailed contingency plan was prepared to de-risk the project during the construction phase should disruption adversely affect Police operations and staff wellbeing.
- A communication and planning strategy was agreed and implemented during the construction phase including local stakeholder involvement who were consulted on a daily basis and works planned around Police operations
- The Police were keen to identify potential areas of saving and utilise the savings to fund some further works to parts of the station which were in poor condition
- Make worked with the contractor and identified a package of savings which were taken on board and the savings helped bring the contract in £30k under budget even with the additional works being undertaken
Make acted as Lead Consultant and managed and coordinate the input of the key Mechanical and Electrical design consultants, in this case EP Consulting. M + E works were a significant part of the works package and had to be managed effectively to ensure it was delivered seamlessly with the building works element. There was extensive design liaison with EP and regular coordination meetings both pre and post contract award with the design team and the key contractors and sub contractors. Site progress meetings were held every 2 weeks to support this need for enhanced coordination and communication.
When the contractor started drilling the floor to pass new heating pipework between the floor levels the floors were found to be on Bison concrete beam construction. This meant the original drill positions had to be abandoned and new positions found avoiding the beams. Make are an agile business and were able to respond quickly to the issue and detail the route changes required. This quick response avoided any delays on site and averted any potential claims for additional costs from the contractor.
Make prepare the JCT 2016 Contracts and oversee execution of the contract pack by the PCC and Contractor working in close liaison with the PCC’s legal advisers. We do this at no charge to the PCC which saves the PCC direct costs in both labour resource and indirect JCT contract costs.
The Conclusion
The Project was delivered on time, substantially below budget and with zero hours of Police operational time lost.
