The Challenge
The challenge with the award was that the grant funding had to be spent by the end of March 2022. Make Consulting were appointed by the Programme Managers, Essentia Trading Limited to provide Project Management support to delivery of the project objectives by the end of March 2022.
Make Consulting provided 4 full time project managers to work with the wider project team and a Principal Designer to assist the trust in fulfilling its obligations under the Construction Design and Management Regulations 2015.
The funding was allocated across a number of projects and sites:
Goole General Hospital
- Replacement of the coal fired boilers with modern dual fuel gas boilers
- Replacement gas fired CHP unit
- Cavity wall insulation
- Loft insulation
- BMS upgrades
- LED lighting installation
Scunthorpe General Hospital and Diana Princess of Wales Hospital Grimsby
- Replacement gas boilers with ground source heat pumps
- De-steam of the site
- Solar PV installations
- LED lighting installation
- Replacement flat roof coverings and insulation upgrades
- BMS upgrades
- Air handling unit upgrades
The challenge of meeting such a restricted timescale and spend profile was achieved by partnering with 2 large Energy Management Companies who had experience of delivering programmes such as these and who had the supply chain in place enabling them to be responsive enough to manage such large work packages. Make provided the project management reporting structures, project governance structures and managed the individual work packages fulfilling the role of Project Manager under the NEC 4 Build Contract. The project is still on site and work progresses in earnest.
