The key challenges faced by the PCC were lack of available land opportunities and the extensive procurement timescales associated with a traditional tendering approach to the building.
Make worked with the client team and assisted the PCC in securing a Developer led procurement solution whereby the Developer contracted with a vetted and preferred Principal Contractor under a JCT Design and Build Contract and the PCC entered into a back to back Development Agreement with the Developer who also owned the site.
Make Consulting were appointed by the PCC as Purchaser’s Agent and administered the terms of the Development Agreement on behalf of the PCC. Make attended site regularly and dealt with the Developers payment applications and agreed variations to the Contract. Make also chaired the monthly progress meetings and reported on progress to the PCC and other key project stakeholders.
It was Make’s ability to understand the various procurement routes open to the PCC and their compliance with standing financial orders and procurement directives that allowed them to devise the procurement strategy in this instance.
